Richwell Colleges is a private educational institution located on Gen. Alejo Santos Road, San Jose, Plaridel, Bulacan, Philippines. It is accredited by government bodies including the Technical Education and Skills Development Authority (TESDA), the Department of Education (DepEd), and the Commission on Higher Education (CHED). The institution aims to provide affordable education and skills training, especially targeting students from less privileged backgrounds, bridging “the chain of poverty” through accessible higher education.
The idea for Richwell Colleges was conceived around 2009 by founders including the Dela Rosa family (Rufino, Elvira, Romeo)
The formal groundbreaking to build its academic/administrative facilities was held on January 25, 2014.
The school building was inaugurated in March 2015, a four?story building with 28 rooms, and classes started in June 2015.
The motivation for founding the college was partly in response to the implementation of the K+12 education system in the Philippines: with added senior high school years (grades 11 and 12), there was increased demand for accessible higher education and vocational?training opportunities.
From the outset, Richwell aimed to cater especially to students coming from “poor families,” offering programs like “study now, pay later” and support such as lunch vouchers for those in need.
Rufino L. Dela Rosa is the Chairman of Richwell Colleges, Incorporated (RCI), a position that reflects his leadership and vision for accessible education. As one of the founding figures of RCI in 2009, he helped lay the groundwork for the institution’s mission to provide affordable, high-quality education to students from rural and economically disadvantaged backgrounds. Under his guidance, RCI has offered a range of educational programs, including technical-vocational courses, senior high school tracks, and college degree programs, aimed at giving students from modest communities the opportunity to pursue higher education. Rufino’s leadership is rooted in the belief that education should be a tool for empowerment, and his work at Richwell Colleges reflects his dedication to creating opportunities for those who might otherwise be excluded from accessing quality academic resources. Through his stewardship, RCI continues to grow and build partnerships, ensuring that more students have the chance to achieve their educational and career goals.
Romeo "Bobby" L. Dela Rosa is the President and Chief Executive Officer of Richwell Colleges, Incorporated (RCI), a role in which he plays a pivotal part in shaping the institution’s direction. Under his leadership, RCI has focused on providing accessible and affordable education, particularly for students from economically disadvantaged backgrounds. Founded in 2009, Richwell Colleges was established with a clear vision: to offer high-quality technical-vocational programs, senior high school education, and college degree courses to youth from rural areas and nearby towns. Romeo’s dedication to the institution’s mission is reflected in RCI’s strong community ties, including partnerships with government agencies like TESDA KorPhil Bulacan, aimed at expanding vocational training opportunities for students.
Romeo envisions Richwell Colleges as more than just an academic institution; he sees it as a means to empower young people and help them achieve their dreams. His leadership is driven by core values of integrity, perseverance, and responsible stewardship, which he strives to instill in the students of RCI. With a focus on providing education that is both affordable and meaningful, Romeo L. Dela Rosa continues to guide the institution in its mission to transform the lives of students, ensuring they are equipped for success in both academic and vocational fields.
Elvira M. Dela Rosa is the Corporate Secretary of Richwell Colleges, Incorporated, a role that involves ensuring proper documentation and governance procedures for the institution. As a key member of the founding family, she played an integral part in the establishment of Richwell Colleges, which was created to provide accessible education through technical-vocational, senior high school, and college-degree programs. Along with her family, including her husband Rufino L. Dela Rosa, the institution's chairman, and other family members, Elvira helped shape the college’s mission to serve students who face challenges in accessing higher education. Her responsibilities as Corporate Secretary include overseeing corporate actions and ensuring compliance with regulatory requirements, which is reflected in her involvement in the signing of the "Secretary’s Certificate" in 2017, attesting to the accuracy of the institution’s amended Articles of Incorporation.
